I think the nature of the subject makes this a very busy image, so anything you can do to simplify the contextual elements (sky, trees, grass etc.) will help the viewer focus on the flags and give more impact. It would be a bold move, but you could try a really tight letterbox style crop to remove some of the foreground grass and a lot of the sky and treetops. It is important to keep a bit of the foreground and background context in order to retain that nice contrast between the red/blue flags and the green.

Very nice effort! Maybe if you had gone lower and supplied a little more foreground you would have secured a stronger composition. The trees and poles lead us up and out of the shot.

A lower angle and a closer crop would have improved this I think, the trees and power lines distract from the image somewhat and the fact that there are lots of flags makes it seems crowded, also, maybe a smaller depth of field? Despite this, I really like the image, nice work.
