carl, this is the very classical way to get dramatic clouds in b/w. a contrasty subject and a red filter.
it works perfect :-)

in photoshop you duplicate the image layer
then set blend mode to overlay
and apply the high pass filter :-)
it increases/sharpens small & fine details :-)
