It looks like you scaled the midtones down - giving the muddy look - I'd maybe back off on any noise added and try adding some highlights and up the saturation a bit ... having said that this looks like a shot taken on one of those 70's cameras (totally vintage) where the film was on a disc.

I'm not sure what steps you used to get here, so it's kind of hard to say what you could have done differently. I think the contrast is too low here, making it look like there is something over the photo. If you look at old (vintage) photos they usually still have good contrast. Even faded images still have areas of high contrast, so when I process for the vintage look I usually increase contrast never decrease. Color saturation can be decreased. Try doing this through an adjustment layer and then using a mask to bring back small areas from the original, or using a different blend mode. Experiment lots.

hmmm to be honest I don't like this type of vintage processing.. because if I look to this image I feel like I'm watching a printed photo with the tissue paper that is used to cover the photos of the albums, and not an old photo.. But you can try to add more filters at your image to make it old :)
