Seems to be a wide open subject. These are 6 gas meters on the side of a building, over which someone has done graffiti. Fits "urban art" to me!

"Urban art" isn't and shouldn't be limited to just urban decay. Besides, there is an ellipsis (three little dots) at the end of the description. I am going to interpret that as though the author is leaving this topic open to more than what is written.
