Hello ForestTree, it is the carnival of Nice (France) that occurs in February. They are balloons. For the topic, I thought of a science fiction 'noir film (quite old-fashioned of type series Z)

Maybe it's just me, but I love everything about this photo.
It has an early 70's feel to it.
I dig the tones, grain, and focus.
