VernonTrent is right. It is hena painting. This was at the Oregon Country Fair outside of Eugene a couple of years ago. There was an artist who was doing people's hands and feet for a small fee.

I love the photo...depending on when I look at it...i see (in the background) either joggers, people on bicycles, or dogs racing. I'm thinking probably runners..as I believe I see a shoe or two. Either way, the sign is amusing as Blizzard said..and a great find!
