I added the sepia and did some curves adjustments with circular gradients to isolate the tree. After that, I added vertical grain and did a random cloud filter on the layer mask.

Looks nothing like water to me. Could be cotton wool or cloud....I think we tend to get all too excited about this sort of image that essentially abstracts water so much that it no longer resembles itself any longer. Don't get me wrong it's a beautiful, dreamy image, well worthy of a feature....but perhaps not in this theme.

I'll have to disagree with Psychodudu about the relevance to the topic. ;) I think it fits quite well here. To me this image focuses on the movement of the water rather than the water itself, but it's still clearly water.
In any event, we do both agree that it's a great image regardless of context.

Gosh, I really think this image exemplifies the very essence of water ... ethereal, every moving, ever changing, all around us. By the way Andrew, remember that clouds ARE water. Doesn't look at all like cotton to me.

The image has all the right balance in color in my opinion, no need for cropping it's a generally beautifully composed photo. I love the snow adds a near the forest.

Sometimes the sky puts on such a show that it is impossible to get it wrong. This was just that sort of sky. For this topic, however, I rate mostly on the basis of "is the sky the dominant element?" While the sky is clearly the key element, in this shot the foreground actually dominates the scene. Someone suggested cropping th sky down. I disagree. Rather, I would crop the bottom third, losing that large mass of grass in the foreground. This will make the sky (and the lovely evening glow on the trees) really jump from the image.
