To me, this photo is not too dark. The darkness adds intrigue and a bit of mystery. I can see the boats fine along with the reflections. I would like to see the photo a bit sharper and I would consider removing the reflection of the street light on the water which I find a bit distracting. Nice capture.

Honestly it's too dark. It's so dark that it's impossible to understand what it's the element of reflection (water). Also boats are quite invisible... Personally I would work on time of exposure (and F stop too)
