Great shot.
The Grain is a bit distracting as it almost looks like soot marks on her face.

I always find 'frames' on images a massive distraction. And I agree the grain is too much.
What about cropping it differently? Say 3 frame-notches in from right, 1.5 in from top and bottom? This will make her face fill the frame more which should make the shot more engaging, and it'll also allow her gaze to flow out of shot.

I think this would be a lot better without the frame and the texture filter. Also maybe a bit more light especially on her eyes.

This shot has the potential to be a great shot. You've captured your subject well. The grain and boarder you've added takes away from the photograph. I'd go as far as to say it ruins the otherwise great shot. To focus more on the original shot, I'd say the blown out bits in her hair are a bit distracting, but not so much as to ruin the shot. The framing could be better by putting her eyes more in the upper right third of the photo, leaving a bit of blank space on the left where she is looking. The focus seems to be ok as best I can tell. The dof is fine, though a bit less might have been better and would have made the background less distracting. A bit more light on the face and especially in the eyes would have been nice. Still a great capture though.

1) 'Detour' is spot-on regarding the cropping; perhaps the most important potential improvement you could make.
2) Everyone else is correct about eliminating the border.
3) I'm confused about the unwanted texture. It almost looks like a light reflection from something out-of-frame on the left, or like you were shooting through a window with reflections. If it's an intentional addition, then I'd recommend against it.
4) Reverse the lighting relationship between the hair and face; tone down the hilights in the hair and punch up the lighting in the face. This person also has beautiful, light irises and those could be enhanced (lightened) a bit for further emphasis.
5) focus, DOF, and toning are just right.
