This picture is good, effect is great and I whant you understand me correct. It would be more better if ine the left bottom corner was a dog in focus for example ;)

I like the complimenting horizontal lines, would be really cool with someone walking along the pavement behind the light.

Interesting. But where the main subject/accent??? With out it this photo is just an clever effect!
